Ebay does give out your contact information to anyone that you actually have a transaction with. You can do the same with him buy going to

As for him doing anything to you legally, it probably wont happen. What he will do is leave negative feedback for you and file a non paying bidder policy against you and then will file for credit from ebay. Here are the penalties of not paying :
First offense: warning
Second offense: warning
Third offense: indefinite suspension
If you want to actually try to be some what helpful since you did win the auction, you should atleast offer to pay the listing fee and whatever credit .. maybe you can save an offense and not get the negative feedback. Hope this helps ya out.
