or shut off that particular breaker and if you need power for a t.v./cable box temporarily, run a line in from your outside outlet until you get the receptacle issue resolved...

ok, the " 4 wires and a Ground " means they did not wire nut the extra wires, so 2 are Nuetrals and 2 are Hots.

Do NOT CHANGE your outlet. Even though you might turn off your cir. breaker those Nuetral wires are still in use with another Breaker, get caught in between those and OUCH.

Call someone that knows what he's doing

Wrong. You have a black and white coming into the outlet and a black and white going out to another outlet. trip the breaker and no power simple as that.

WRONG for you right for ME

TRUST me i do this for a living

Your house electric panel works in phases, and you have 2 ( a phase , B phase ) ( Black wire , Red Wire ) however you want to call it

The nuetral wire ( white ) is " shared " between phases throughout your house. So if you turn off breaker #2 ( A phase, Black wire ), Breaker #4 ( B phase , Red Wire ) uses that nuetral.

With that being said breaker 2 off does not stop breaker 4 ( on ) from needing a Nuetral. Electricity needs a full path back to the panel.

So on an outlet with 4 wires attached to it, 2 " hots " to the top and 2" Nuetrals " to the bottom, if you were to unscrew those and NOT KEEP the Nuetrals connected the " Live breaker has no way back to panel to complete the path.

You accidentally touch those to = you become the path

Hope that HELPS

Scott,

Purchase a new Receptacle, small bag red wire nuts and a couple feet each of #12 black and white wire.
The crackle sound you hear is from overloading the circuit which produces overheating and deteriorates the wire insulation and Receptacle body and when you move them it cracks.
You know which breaker turns the circuit off so turn that breaker off. If you are positive that is the correct breaker you are safe and no don't worry about getting in between the neutrals as their is no "Electrical Potential" through you as you are not grounded.
Cut 1 piece each of the black and white wire approx 6" long.. Strip both ends so the copper shows about 3/8 inch. Twist the white wires in the box together then add the cut White wire and twist ON withh a wire nut..Do the same procedure with the black wire..
Now attach the WHITE wire to the SILVER screw on the receptacle..Attach the BLACK wire to the GOLD screw on the receptacle and replace receptacle..

I am a Industrial and Commercial licensed Electrician so don't "FRY" Yourself and these instructions are for amusement only in case of a lawsuit :D

So.......we have two guys who "do this for a living", and they both have differing stories on what to do?
