Recruiting is a separate issue. You have to determine which players peaked in the high school and which players have room to develop. In addition, you must DEVELOP your players when they enter your program. Texas is a good example of being opposite of OU and USC.
USC has great example to answer your question from last years recruiting class. USC star freshman WR Dwane Jarret was a 4star recruit from NY but the USC coaching staff said they project him to be an immediate impact (similar to Mike Williams). USC also recruited a 5-star WR Fred Davis from Ohio and he was not projected to be an impact right away because he did not face tough competition in high school but he has all the physical tools.
As of right now, Jarrret is already a star and Davis is still developing although Davis could have the most upside of the 2. Jarret has 8 TD's while Davis has 2 completions. Looks like the staff scouted correctly and the recruiting services were wrong. Jarret should have been a 5 star recruit NOT Davis.

Based on the recruiting services eyes, they all projected Davis to be the IMMEDIATE SUPERSTAR because he ran circles around weaker competition. Kinda similar to the AU defense running circles around Citadel!
