Stocks plunged at the opening bell, with the Dow industrials losing more than 400 points in the first two minutes of trading.

The Fed and treasury chief scrambled to calm the markets ahead a possible massive sell-off on Wall Street. The Fed announced an emergency rate cut. Treasury Secretary Henry Paulson sought to reassure investors, saying he's confident the administration can find common ground with congressional leaders on a plan to boost the economy.
