CSIS chief warns of Al Qaeda attack

Terror attack in Canada 'no longer a question of if, but rather of when or where,' he tells MPs

It's just a matter of time before Al Qaeda tries to attack Canadian targets, the head of Canada's spy agency said Thursday as he warned against complacency.
Ward Elcock, director of the Canadian Security Intelligence Service, told MPs at a Commons committee meeting that Canada is not immune to terrorism.

"As Al Qaeda directly threatened Canadians twice in as many years, the last time only a month ago, it is therefore safe to assume that it is no longer a question of if, but rather of when or where, we will be specifically targeted," said Elcock, whose term with the spy agency ends this month.

Canada has been identified twice as a potential target by the Al Qaeda network. Early this year, a militant Islamic manual listed Canada fifth out of six target countries. The others, the United States, Britain, Spain, Australia and Italy have all suffered attacks or attempted attacks at home or abroad.

Public Security Minister Anne McLellan wouldn't go as far as Elcock, but said attacks were possible.

"I'm not sure that I would say it's inevitable," said McLellan.

"I can reassure Canadians that we are not the target of any direct or specific threat at this time."

But John Thompson, a security expert with the Mackenzie Institute, said Elcock's assessment was fair.

"Of all the nations Al Qaeda has attacked since 9/11, Canada is the only nation that Osama bin Laden has specifically mentioned that they haven't tried an attack on yet," he told CBC-TV's the National.

Canada announced a sweeping new security plan last week, part of which calls for more money for intelligence gathering abroad.

Elcock told the committee Thursday that many more Canadian agents are involved in covert operations overseas.

But Thompson said most of those operations simply involve touching base with other intelligence networks.

"Don't think that we're doing cloak-and-dagger operations overseas or that there are members of CSIS who are skulking around cloak-and-dagger style in Europe," he said. "They're talking to their confederates and they're talking to open sources in Iraq and when they're talking to them they leave their business cards behind."

I'm not going to get into all the other points you've brought up... but I will say I don't feel that the average Canadian "hates" Americans or your government. I know I certainly do not. Do not confuse separatist Quebecers with Canadians. Those who boo your anthem have also been known to boo the Canadian anthem at various times. Those people in Montreal do not represent the rest of us, and since a large number of them don't consider themselves to be Canadian, but to be Quebecois instead, I don't consider them to be Canadians either.

You didn't see the American anthem booed when it was played in Calgary or Toronto. Just by the ignorant, classless people in Quebec.

though Canada did not support the miltary action it ranks fourth in the world in giving humantarian aid to Afganistan and Iraq. $350 million each. with more support committed.

we have a small armed forces that has been neglected (lack of money). however money is slowly increasing. have 1800 soldiers in Afganistan and will probably have a force there for some time.

not sure if you realize but the Taliban still exists and it will take years before it is over..... just because it is not on your TV set does not mean it is over.

Canada will more in foreign to these countries.

actually Canada supports Israel but not in the same amount as the US. still it was important funding from Canada (not the government ) but Cdn. jews that helped the nation survive.

given over $750 million to improve their lives in these two nations.

work with the US authorities on ways of speeding up the border, and making it more secure.

also Canada does not whine; when there is illegal trade retrictions put on Cdn. products, we will argue our point.

take it to WTO, and NAFTA panels just to have the rulings ussually in our favour, ignored. in the end though someone will want these resources and if the US wants to put more restictions on trade it will just hurt the US.

I wonder if Canada stopped all oil and gas shipments to the US who would be whining.....it will never get that bad though.

does canada get much of it`s oil from the middle east?...they aren`t occupying middle eastern homelands(with the exception of peacekeepers in afghanistan...with every other nato country that was obligated to take part)......that`s my point.......i realize how much oil the u.s. gets from canada and venezuela....among others...what america getting oil from canada has to do with al qaeda or terrorism is not clear to me.....and i don`t see any correlation between canada as a terrorist target and canada supplying oil to the u.s......that`s my point...is every country that trades with the u.s. a target?...then that`s pretty much the entire world...

canada,to the best of my knowledge,does not support israel in any meaningful way....if some citizens of jewish extraction get together together to help their people,i hardly believe you can call that canadian aid or support...c`mon...

as far as the war on terror,it`s not as though canada jumped in to help their neighbors out of love of the u.s....

i have a few candian friends....and they are fine people...

as far as the border situation goes,it`s obvious that up until now,canada wasn`t very concerned with border security.....why should they be?......actually,it`s a major pain in the butt for canada....the u.s`s insistence on increased border controls...at the root of the problem is the fact that canada's economy is hugely dependent on easy, open trade with the u.s., and security procedures that significantly slow daily cross-border traffic of 45,000 trucks and other goods and services raise financial fears up north....

not to mention the slow down of the lucrative marijuana trade coming in from canada(a problem?....depends on your point of view:D).....

my main point was,that on the "terrorist target scale",i would think that canada wouldn`t rate terribly high....except as an easy access point to wreak havoc in the u.s....

that was my point...lets wait and see if you guys become a target....i hope it never happens....if it does,it will change your country in many unpleasant ways....

i hope it never happens..

Terrorist of many types are every where. So why not Canada. Why not So Africa, New Zealand. It does not matter flip a coin.
Selkirk you are very right. There are many Americans have no idea how you are helping us in many ways. But you see if it dont look like your kissing Bush's behind you just ant doing enough. I will gaurantee you very few Americans have any idea how much oil and natural gas comes form our friends in Canada.
