I think, in this case, Hedman's right. The term "Sheriff" isn't necessarily that of a law enforcement officer, but, in some jurisdictions, they are the ones who control the courts, deliver warrants, serve papers and handle civil matters.
Since there's a contract, Jack can't claim theft of the drain cover therefore it falls to a civil or contract matter, not a criminal one. I feel certain there would need to be a court order of some sort in order to retrieve it, especially since it has been installed (by the Complainant) under a contract.
I fully believe the law will side with Jack whatever method he employs. I don't see how she can withhold payment for completion of a contract due to a separate complaint.

First of all I don't recall getting personal or ever bringing up anything personal and if I did than I apologize. I appreciate the support you showed me and my family and I don't recall reading about your nephew, regardless, I am sorry to hear that.
