The Bills' lease on Ralph Wilson Stadium, as well as the Bills Toronto Series agreement, both expire after the 2012 season. League officials have indicated that Ralph Wilson Stadium would require over US$100,000,000 in maintenance to remain viable as an NFL stadium, money that would presumably be covered mostly by the taxpayers of
Erie County, New York and/or the state of New York. The region also faces intense competition for the rights to an NFL franchise, due to the region's declining socioeconomic status, the small amount of time on the lease, and the age (combined with the apparent lack of a succession plan) of Bills owner Ralph Wilson. Groups seeking to
lure an NFL team to Los Angeles as well as those seeking to
lure a franchise to Toronto.
