No it's not free and I have never heard of discounts at the dispensaries. It's just that everybody likes to get high that day. Theres a big parade of weed-smokers down Broadway in lower Manhattan. 1000s of people smoking weed outside in public. The cops can't arrest them all, so they just control the crowds. It's pretty hilarious.
