I never heard of this either...
I did know some English blokes in West Texas who got a speeding ticket. The officer took them to a judge's house Sunday night living room with her kids watching TV. She held court then and there to make sure fine will collected...
I did read this in Fodor's travel forum:

In Illinois, when stopped for a traffic violation, you will be required to hand over your drivers license as an assurence that you will pay the fine for the ticket. When you pay the fine, you get your license back. In the meantime, if you need to show proof that you are a licensed driver, you use the ticket receipt as proof that you are licensed.
As an AAA member, instead of handing you license over, you can hand your AAA membership card over & keep your drivers license in your possesion. Then when you pay the fine, your membership card will be sent back to you by the district that has jurisdiction.
I know this because I have used it twice in the past 15 years. Once for driving on 5 feet of median to get to a left turn lane, & once for supposedly going thu a red light when I was going under the speed limit on a cold, snowy, slippery day. (don't ask, but Hoffman Estates police on Hwy 72/Higgins road do setup traffic violation traps, also Wayne township does along Army Trail Road.)
