No, he didn't state that, Illum. He said the measurements make it civilian legal, but it "still" has other uses for law enforcement and the military. Clearly, the design kept civilian use in mind, and the first part of the sales pitch was civilian-legal. I'm sure he/they would be quite happy to sell this to as many civilians as he/they could - and his first comment about who it was for was that it was civilian legal. Just as much reference to civilians as law enforcement and the military.
I'm not arguing with you personally whether this is something that civilians should have, I know you think they should. It's more convenient when a single person can be a militia with one weapon, I'm sure.
