I realize cell rates are the cheapest, actually free in most instances. But that's not a option here, strictly looking for lowest HOME TELEPHONE RATES.

We have used PowerNetGlobal for our business lines for the last 6 years for long distance. I don't have the rates right in front of me, but they are close to this:
$3.95 per month (waived if your bill is $15 or higher)
2.9 cents a minute US and Canada. International is very cheap as well. I think we call Spain and England for about 6.9 or 7.9 cents a minute. This also includes an 800 number where the rates are the same on incoming calls.
Our long distance bill went down about $100 a month when we signed up.
BUT there are probably better deals out there now.
I would love to switch over to Vonage, but we would lose the 800 numbers that we have had for so long. We are debating goign through a transition process to get switched over.

have you looked into VOiP? We paid $200 for the entire year, that included hookup, 2 free phones and all taxes. We have unlimited US calling, plus we get a free 100 minutes a month international calling.
Jack delete if you want - we go through sunrocket, you get all the stuff above, plus you get up to 3 lines. It is nice because you can designate one for work and work for personal.
I have been reading some articles and most of the major phone companies are cutting their landline advertising budgets and putting it strictly towards VOiP.
So far the only downfalls are 1) sometimes (very rarely) you will get an echo 2) if you lose your modem, you lose your phone.
I know 2 problems they had before were 911, which most offer now and you couldn't hook your house alarm to it. This has also been fixed, I think most charge about $50 to come in and set it up so your alarm works.
