Kosar it is right. The white most likely is wired to the hot in the panel if it is on a two pole breaker. He has to see if its hot. If a stove was in this spot then its very possible it is hot. That was from an electrician. If there was a stove there then the black is also hot.

If hooked up to the nuetral bar ( with all the other whites ) you only have 110v at the wall.
From what it sounds like you need 220v
Green goes to bare wire
If it is only 110v at the wall, call someone who know what they are doing, i could talk you through it, but call someone pay the $ 100 and be done with it
