It's because every game and every minute counts in Olympic hockey. So the players actually play the sport instead of acting like children.
The NHL is fully to blame because they could very easily stop the fighting if they wanted to.
A few rule changes, and the behavior would stop immediately.
In my opinion, the reason they don't is that there are too many teams, and the rinks in the arenas are not the appropriate size. So the sport is watered down in that version and lacks the potential excitement.
So let's add some idiots fighting to make people show up.
BTW, I think the girl in the jersey is pretty hot.... :shrug:
What would they be? There's a 10 game suspension, more than 10% of the season, for leaving the bench and it doesn't stop some guys. Just curious what you would suggest? Make it equivalent to other sports. You can't expect a full season suspension over a fight. What do they give for helmet to helmet in NFL?

While Dan Sullivan and Russell Smith were engaged in fisticuffs, Grimaldi keyed in on another Mississippi player, but before he could get to him was tackled hard to the ice by Wilson.
Pankewicz was irate, and methodically dismantled his three-piece suit and tossed the clothing to the ice. Shirtless, Pankewicz's last tosses included his loafers.
