Sure, due to gunshots. But how many folks in DC area getting blown up by roadside bombs? ....Ummm, how bout 0 per 100,000.
The constant verbal trashing of poor cities by the very same group of people who pulled out of those cities in favor of suburbs and then began "redlining" them (basically drawing borders where they will not invest) is truly wrong.
If all the money suddenly leaves a place, leaving poorly patrolled destitute people to fight each other for a living, what else is expected?
And then people throw them a bone, expect things to immediately turn around, get impatient when progress isn't fast enough - and then say "see, I told you - these places and these people are worthless".
But - hey, some make into pro sports, and we have no problem looking up to them and betting dimes on them then at that point.
