I played with Pinnacle for a solid last 10 years of my betting life. Also played at approximately 6 other online sites. I don't think any of them had such evil practices as you suggest.

In case of a wagering tie or no action on a two-team teaser, the wager is refunded.

Another popular Canadian choice is Sports Interaction, and they concur:
If a game in a ‘Normal Teaser’ is voided, either by postponement, cancellation, ends in a 'push' (tie) or is refunded for whatever reason (e.g., change of venue), then your teaser will be evaluated on the remaining games left.
- For example, a five-team teaser will automatically become a four-team teaser, etc. When this happens, your odds will be reduced accordingly from a five-team teaser to a four-team teaser and so on.
- The exception to this is a two-team teaser, which will be deemed void. If this happens, your stake will be returned if one of the remaining two selections is a tie (push).

If you have a fucking push on the first leg of a teaser, then you're going to hold your breath and hope for zero profit if your second leg wins? There are no fucking reduced odds for a 1-team teaser that they can pay out, so it would be insanity to take customers money in such circumstances.
Tempted to ask how fucking long some people have actually been gambling in this way, but that would be provocative.
