First of all, any talk of gun control legislation has to start with the discussion of "how is the government going to pay for it".
Let's be realistic and grown up for just a second. Will making it difficult to buy and sell weapons make it any harder for a person that want's one to get one? Has it worked for cocaine yet? Has it worked for illegal immigration yet? We won't even get into the whole crime and punishment part of this discussion because that is an entirely different thing. The fact of the matter is that government regulation without societal enforcement is meaningless and useless.
As long as we have been around we have looked to suppress societies problems. Out of sight, out of mind is how we like it. The gun owner that owns an assault rifle for murder is responsible for his actions, the rest of the responsible gun owners in society should not have to pay the price for his twisted insanity any more than chemists are responsible for the anthrax attack. You want to fix these issues then address the issues. Spend some more money on good teachers and counselors. Put more money into your education system so they can afford real security at all schools. You can't stop a killer by making it a nuisance to get a weapon. Also, selling only handguns just means you have the same problem, just use less powder.
Gun control is no deterrent to crazy.

this is completely wrong.
if it is a big process to get a weapon there could definitely be chances someone picks up on the persons motives before he finally gets a weapon. also gives him more time to think and possibly say something or slip up to someone who can get through to him.
instead, someone said this guy used guns registered to his mother.
so he could in a matter of seconds go off the deep end, grab some guns and go to his moms school and carry out this attack.
would it eliminate this violence all together? no. but to say making regulations very strict would have no result is nonsense.
how many homicide related deaths in the UK last year? around 50? compared to what, 30 a day in the USA?
UK has strict laws, the USA does not.
so if you say strict laws wont work here, why? and if you are saying they wont work here but they clearly work in other places, what does that say to the quality of people in general?
